Update on this issue. The user had an Android phone that was receiving mail. The phone was damaged, and the user decided to switch to an iPhone. Once the Android phone was removed from the user's mobile devices, the messages stopped being delivered to the Junk Mail folder. Eliminating the mobile device never occurred to me as a troubleshooting step.
