Deleted meetings reappear in Outlook and Apple calendar app on iOS

Deleted meetings reappear in Outlook and Apple calendar app on iOS. The user has many mobile devices. The issue don't exist in Outlook desktop app and OWA. Does anybody have any suggestions, what could cause this problem?
