The administrator can run the command Set-OrganizationRelationship -Identity Trust Name -MailboxMoveEnabled $true -FreeBusyAccessEnabled $true -GroupMailboxAccessEnabled $true true, and make sure that both forests have configured the availability service address with Add-AvailabilityAddressSpace.
