Assuming you have no content for this user in Exchange, you could clear the recipient data:
https://techcommunity.microsoft.com/t5/Exchange-Team-Blog/Permanently-Clear-Previous-Mailbox-Info/ba-p/607619
then try to move the mailbox again.

Means:

Error: MigrationPermanentException: Mailbox‎ 'AD.local/NAME/USERS/OFFICE365/Peter XXX' exist in the Targetdatabase ‎'MDB01‎'. --> Mailbox ‎'AD.local/AME/USERS/OFFICE365/Peter XXX' exist in the Targetdatabase ‎'MDB01‎'.
