550 5.1.90 NDR
Problem: NDR "Remote Server returned '550 5.1.90 Your message can't be sent because you've reached your daily limit for message recipients."
Question 1: the code 550 5.1.90 doesn't exist under code description - can MSFT fix it? https://docs.microsoft.com/en-us/exchange/mail-flow-best-practices/non-delivery-reports-in-exchange-online/non-delivery-reports-in-exchange-online
Question 2: There are two recipient limits - Recipient rate limit & Recipient limit. Which one has been exeeded in case of 550 5.1.90?
Question 3: How to find in Exchange Online / M365 Security a report that shows all NDRs for a domain?

Your message can't be sent because you've reached your daily limit for message recipients. [techcommun...rosoft.com], https://learn.microsoft.com/en-us/answers/questions/5887914/ndr-550-5-1-90-daily-recipient-limit-exceeded-for💡 Important Tip
If you're sending emails to a large number of internal recipients, consider using a Distribution List (DL) instead of individual email addresses.
Why?
✅ For the recipient rate limit, a Distribution Group stored in the organization's address book counts as a single recipient.
✅ This helps reduce the recipient count against the sender's daily limit.
✅ Personal distribution lists stored in a user's Contacts folder do not provide this benefit, as each member is counted individually. [techcommun...rosoft.com]Best Practice
- Use organization-managed Distribution Lists for internal communications.
- Avoid sending large emails to hundreds of individual recipients.
- Review automated workflows and service accounts that send high-volume emails.
A small change in how recipients are addressed can help prevent unnecessary NDRs and improve mail flow efficiency.

Daily Recipients (per 24-hour rolling window): 10,000 recipients per user
https://learn.microsoft.com/en-us/defender-office-365/outbound-spam-sending-limits-troubleshootNote
For the recipient rate limit, distribution groups in the organization's address book count as one recipient. Distribution groups in a mailbox's Contacts folder are counted individually by member.

akpvenus It was long time ago and I can't recall the root cause / solution anymore. But in fact, I didn't struggle with this issue anymore. I have found some notes:
Recipient LimitsThere are two recipient limits that count per-user to all outbound and internal messages
- Recipient rate limit – all recipients over last 24 hrs – 10 000 (not configurable)
- Recipient limit – number of recipients in a single message. – max. 1000 (configurable by admin)
Clarification for Distribution Groups / Lists:
For the purposes of the recipient rate limit and the recipient limit, a distribution group that is stored in the organization's shared address book counts as one recipient.
In a personal distribution list, each recipient is counted separately.NDR
