Unable to Move or Copy tab in Excel 2016

I am unable to use the Move or Copy tab option when I right click on a tab in Excel 2016 with a file I'm working on. The protection settings seem to be the same as other files that I am able to move and copy tabs in, but this one isn't working. Any thoughts?
