Trouble shooting Excel Map Chart

I'm in the process of preparing some data to present to our senior leaders.  My data is organized into two columns, County and Evals.  The county is a list of countries where new evaluations occured and syncs up with the # of new evaluation totals.  I create the map which looks great, but when I try to add the data labels it won't display the total number of evaluations in each county on the graph.  Has anyone ever had this happened?  If so what solutions are available to remedy?
