The excel function proper is not working
I have a cell in column B that has all CAPS. I would like to set this to Camel Case. First letter Cap and remaining letter lower case. Second Word should have the first letter cap and remaining lett...

It is nearly impossible to figure out what you have done, what your problem is or what you expect.
The value in column B does not get generated (I presume it is simply typed in).
The format of Column B is General (This does not matter to the problem)
There is a formula that exists in column C
You type the formula in column b
Having typed a formula in column B it appears as a formula (but you are not clear if it appears as a formula in column B or column C or somewhere else).
This all sounds confusing but I would say you might have "show formulas" turned on.
