I have a large spreadsheet that I use to track renters, and I copy the previous years sheet for the next years renters. My question, is there an easy way to delete just the cell data without deleting the formulas or cell formats?

It depends on how you have your sheet structured. All your formulas would ultimately have source data. If you clear the source data then your formulas would show zero or an error depending on how they're written and which functions they use. Alternatively you could simply copy and paste formulas and formats. From the Home ribbon select the arrow under the Paste icon and choose a special paste option such as Paste Formulas.
This is the easy way if all your rows follow the same structure. If your sheet follows a more visually appealing structure you likely have formulas and data mixed together in the same row or columns. In this case try this; From the Home ribbon select Find & Select (all the way to the right), from the drop down choose constants, then press delete. This will remove all the data that drive your formulas.

By the way, Paste Formulas will also paste numbers. After all single number is also kind of formula. Paste formulas only means you exclude formatting and paste formulas instead of values where they are.
