I have a spreadsheet with about 10000 rows of data that looks like this: 05/01/2018 9 15E10 Theft Apartment 8900-8999 CHIMNEY ROCK RD - 1 05/01/2018 16 15E10 Burglary Residence...

Goto Sort & Filter -> Sort -> Column Precinct - Sort on Values - Order A to Z.
Click OK and you get a warning. Select the second option. Click OK.
