RAG status help - decrease and increase

I have a table which feeds into Power BI. 

1. 'Metric Name' i.e., No. of missed bin collections per 100,000

2. 'Target' for each quarter i.e., 50 missed bin collections per 100,000

2. 'Variance threshold' for amber rating i.e., 60, so 60 missed bin collections would be amber RAG and anything less than 50 would be green.

3. 'Metric Value' for each quarter that they report on i.e., 30 missed bin collections SHOULD show a Green RAG as they have less missed bins than the target, however my other metrics are all increases so it currently shows a RED RAG. 

How do I apply both increase and decrease to my RAG formula?
