You can specify those options in the code. If you don't, they'll be disabled by default:

On the Home tab of the ribbon, in the Cells group, the Insert drop-down will look grayed out, but you can still select it and select Insert Sheet Rows.
This doesn't work for the Delete drop-down though. You can only delete a row if ALL cells in that row are unlocked. Right-click the row number to select the entire row, then select Delete from the context menu.
All this is easier if you allow locked cells to be selected.
