Hi Siim, the answer is not really, or rather maybe but you probably shouldn't. This is the sort of thing that Access or another database type programme is designed for - allowing multiple users to write against multiple records and keep control of the whole process.
The ability for multiple users to edit the same Excel document saved to OneDrive may be an option but I'd really investigate the database option.
