populate a sheet
I have tried selecting and pulling down info from populated cells to populate the cells below but nothing happens.

When you say "but nothing happens" what do you mean? You must be specific in your posts so that we can formulate the "image" when we can't see what you are seeing.
I understand that you are "copying" or "filling" data from one range down the column or across the row? And you are not getting the results anticipated.
Have you tried any other methods to "Copy" such as on the keyboard using CTRL+C or from the menu or the Ribbon using the copy button?
If you are trying to "Fill" have you tried double clicking the Fill Handle?
What version of MS-Excel are you using and you do not have the same issue with other workbooks?
How old is the workbook (I mean has it been used over and over to get it to point of massive corruption in it)?
All these questions answered will help in figuring out what is going on!
