Formula for C3 could be
=IF((A3>TODAY())*ISBLANK(B3),1,"")
or simply
=(A3>TODAY())*ISBLANK(B3)
if you use 1/0 in C3
Above is for the combination of A3 and B3. If to count all overdue in for your columns when like
=COUNTIFS($A$3:$A$200,">"&TODAY(),$B$3:$B$200,"=")
