Need help for setting constraint in solver (excel)

Hi All, 

I need to use solver to run a minimum costing. 

The problem is when I setting the constraints for variable area, I don't know how to set multiple constraints in single field. 

The constraint is 

B9=0 or B9>=17

Please assist. Thank you.
