Label with Value as Number and Percent not updating properties for both

I have a simple two piece pie chart with two labels for each of the slices - a Value and Percent. I set properties of Value as Number with thousand comma separator. When I add the Percent label and set its properties to one decimal, it changes my Value label (Number) to General and drops the thousand comma separator. It's very frustrating. Why can't I set properties for both labels???? It's never done that in previous versions of Excel. Only this 2016 one! Please help.
