Aniara625 You may use either LOOKUP or VLOOKUP to do this, if you also create a small table with the brackets for your scaling of norms. In the attached example, scale 1 starts at 0, scale 2 at 8 etc.
If you are the most recent version of Excel, you might even use XLOOKUP.
