You have to check if the sum of the range is equal to 0, not equal to "" .

So please use this formula in column W:

=IF(SUM(C11:V11)=0,"",SUM(C11:V11))

One of the way

=IF(SUM(C40:V40)=0,"",SUM(C40:V40))

Another way is to use

=SUM(C40:V40)

and apply custom format to resulting cell like

General;General;;@

And one more is to disable Show zero in options
