Here is the formula you need,

=IF(A2>=30,A2+40,IF(A2>=20,A2*2+13,IF(A2>=10,A2*2+11,IF(A2>=1,A2*2+9,IF(A2<0.01,"Less than 0,01",A2*2+7)))))
