How to add activeX control in Excel 2021 on Mac

Hi community, 

I have Excel 2021 on my Mac, and I was trying to add ActiveX controls into my workbook, but when I  added the "Developer" tab through "preferences", I got this simplified Developer tab that does not look like a normal on any of the VBA tutorials, like the screenshot below:

Is there anything I can do to have this "full" version of the Developer tab in order to add ActiveX controls?
