No VLOOKUP there!
You have to use the powerful INDEX/MATCH!
This is the formula:
=INDEX(Tekst!$C$2:$C$16276,INDEX(MATCH($A2&LEFT(B$1,3),Tekst!$A$2:$A$16276&Tekst!$B$2:$B$16276,0),))
Please find it in the attached file.
