It regards a personal onedrive, not a library. The reason being that we cannot allow anonymous editing/sharing on sharepoint. The security risk is to big.
Current we only allow anonymous access (read-only), would that be the case? It just to work fine a few weeks ago (no changes made to the tenant whatsoever).
Could there be changes regarding this on microsoft side? (since others report the same issue)

OneDrive team build new features to provide more controls for IT admin on “anonymous access link”– It is an improvement for Admin based on feedback. Before, Admin has to grant both “view” and “edit” permission, but now, they could just enable “view” to manage the risk.
However, once they set "view" to "anonymous access link", they will lose Excel survey feature.
- Hans van RijsbergenMar 17, 2017Brass ContributorIs this something that was changed recently though? Before people weren't reporting this, now they are... a bit weird.
- Hans van RijsbergenMar 14, 2017Brass ContributorThanks for your quick answer. I will inform the people working with this functionality and see if they can be asked to use a non-anonymous workaround (such as Sharepoint App 'survey' list)

The current implementation of Excel survey requires "edit" permission, as I mentioned before, all the responders are actually co-authors to submit new rows to the same Excel workbook. Yes, I understand your scenarios and pain point. We are working on the new infra and removing the dependency for "anonymous access link" is the top item. Thanks, Zhongzhong
