Excel Survey Option Missing from Excel Online
Are you saying you don't see the Survey button at all?
In the screenshot you are showing the button. The reason it doesn't have New Survey option is because you already created a survey in this spreadsheet. If you create a new spreadsheet it should just show the option to create a new survey.
I never used Surveys, thus can't say how it was before, but now i see no Survey button in the Ribbon as well.
Perhaps the issue is the same as with SPO site collections No Excel survey option when you click +new in a SharePoint Online library. Survey requires anonymous sharing. In our tenant it's prohibited, and even if we have New->Excel Survey menu item for OneDrive, Excel itself disables functionality.
I didn't play with OneDrive Admin Center to check above, just my guess.

Global Administrator logins on to O365. Go to Admin Centers, click OneDrive, click Sharing.
Let users share SharePoint content with external user [On]
Users can share with:
Set this to: [Anyone, including anonymous users]
Let users share OneDrive content with external users [On]
Users can share with:
Set this to:[Anyone, including anonymous users]
Further down you can set your own Default sharing links
My case I set it to:
* Internal - only people in the organization
Anonymous access links:
Links expire within
[0] days
File permissions
[View and edit]
Folder permissions
[View, edit and upload]
What can external users do
I do not check for the following:
[ ]External users must accept sharing invitations using the same account that the invitations were sent to (* I do not check)
[ ]Let external users share items they don't own (* I do not check)
Click Save.
It solved for me and my colleagues. Excel Survey options reappeared again while editing Excel Online.

The Excel survey has dependency on "external sharing / anonymous access links" feature. All the responders are actually anonymous users when they try to submit the survey, and that will requires them to have "edit" permission with the anonymous access link. However the links created do expire after 60 days. Is it this 'intelligent' that it detects temporary links and therefore disables the survey features? I can create the survey itself via onedrive (new->excel survey) but then when opening it the survey ribbon button does not appear
