excel online web Excel？ what you mean refreshing data source？ as for as I know， connect data source need ODBC driver support，so，online web Excel impossible。
- Excel Online/Web could use the same infrastructure as PowerBI (gateway etc) to refresh data sources, so it's definitely possible.
