To my knowledge there is no way to make Paste Value as default for Paste button in the ribbon. Is Wyn says the behaviour could be changed by macro. Most probably with side effect, you won't be able to make Undo.
Another workaround could be to add in Quick Access Toolbar the Paste Values button (or Paste and Keep cells formatting button) and instruct operator to use only it for the pasting. That much less reliable, but at least something.
Not sure if other workarounds exists.

If you read my reply to Wyn you will see how I've solved my problem. Not totally ideally, but a good compromise!
