I'm not sure, perhaps it depends on combination of your 365 and Power BI subscriptions. Plus some settings shall be enabled in Power BI admin, see Prerequisites here Connect Excel to Power BI semantic models - Power BI | Microsoft Learn

It is not to Power BI Semantic model but to the warehouse linked to the lakehouse within fabric, do not know if someone is aware of it ?
