I am not sure whether a complete row can be highlighted, but you can easily highlight all cells in an entire workbook that contain desired word (Flag).
Click Cltr + F --> type 'Flag' --> select 'workbook' --> click Replace --> type again 'Flag' --> Click Format --> Fill with any color
