Error The operating system is not configured to run this application.
I've been facing this problem since I installed Excel, I've tried support but it hasn't been possible to resolve it. I created a new user, reinstalled the office package and it was not possible to resolve it, can anyone help me?

It may also relate to Windows settings, how about the result on compatibility mode?
May check below registry as well:
HKEY_CLASSES_ROOT\Excel.Sheet.12\shell\Open\command"C:\Program Files\Microsoft Office\Root\Office16\EXCEL.EXE" /dde
