when I’ve worked on salary budgets using https://calcolo-stipendionetto.it/, I’ve usually started by laying out a simple table in Excel with:

one column for each month,
and rows for each employee or category (like department totals if you have many staff).

Then you can add totals at the bottom, and maybe a row for expected increases (like raises or bonuses).

It’s really just basic addition and multiplication, so don’t overthink it. Once you’ve set it up, it’s easy to tweak and adjust as things change.
