Date Format in Excel

On my wife's computer, if I format a cell as a "number" and specify it as a "Date" and I select the format 

 
MM/DD/YYYY
 
and in that cell, I enter
 
2/27/2017
 
then that is what appears in the cell, and I can edit it to a new date, e.g.
 
2/17/2017
 
BUT
 
On my computer, if I do the same thing, I get
 
1/0/1900
 
and I cannot edit it
 
Obviously something is configure wrong on my computer, but what do to change it

    Hi,

     

    You will see this result (1/0/1900) if you apply the date format to a cell with a value of 0.
