You may change regional settings in Excel for web in File -> Options Change regional format settings in Excel for the web - Microsoft Support
That will be your personal regional settings. If such format required for entire organization, ask your admins to change regional settings for SharePoint sites / OneDrive on tenant level.
By default during setup US regional settings are applied.
