You can create a pivot table based on the data. Add Agent to the Rows area, and State to both the Columns area and the Values area. See Pivot Tables in Excel if you're not familiar with them.
If you have Microsoft 365 you can also use the new PIVOTBY function.
In the screenshot below, the PIVOTBY result is at the top, and the pivot table below it.
