Connecting to Teradata

In both Excel and Power BI, I am unable to connect to a Teradata database using the Get Data button.  The error message that I get is "Teradata database - This connector requires one or more components to be installed before it can be used."  I have installed Teradata Tools and Utilities - Base 16.20.10 and .NET Data Provider for Teradata 16.20.4.  I have also tried with previous versions of both.

    I forgot to mention, I can connect to the database using the .net provider using the SQL Assistant that comes with the Teradata Tools and Utilities.
