Choosing from different cells to find the nearest result

Hi friends, I am new here.

I have a list of checks and I need a formula that can choose from that list the most appropriate checks to make a payment (detailing which is the wanted result), trying to minimize the use of cash. I think that can be done with solver add-in but I am not really sure.
