Chart HELP

I'm trying to replicate this graph. I am having trouble getting the column chart to continue below the -10 label but still keeping the label at -10.

I have tried changing the minimum to -11 but it then puts the label as -11 and I need it to say at -10.

This is my graph below, you can see the column chart is cut off at -10. I need it to continue to 10.4, but keeping the -10 label as seen in the chart above.
