You sure can do this...
First you need to insert the picture within Excel. Navigate in the ribbon to Insert>Pictures and select the picture you want.
If you want to lock the picture in the cell, you will probably need to increase the size of the cell first. Then hold the Tab key and click and drag the picture to the desired cell.
Finally, right click on the picture and select "Format picture". In there, select "Size and Property" and ensure that the radio button is set to "Move and size with cell".
