I got into the settings, System / Multitasking and found that if I turned off the top-level slide, no snap happens at all. I want to be able to snap, just don't want the nagging super small window when I drag and drop.
So, I turned off all options within the Multitasking settings, intending to turn them on one at a time and find which one caused the issue.
Well, turning off all options solves the issue. Excel will snap and above all, that super-unhelpful 1/4" by 1.5" minimized 'thingy' will not happen. Unchecking all options, leaving the slider on, works for me.
For the more curious, switch on the options one at a time until it is found which one causes the issue.
