Assigning Duplicated Unique Identifiers

Hello - See attached for the worksheet. 

I am trying to assign 3 sales team members to accounts on a spreadsheet. My issue is that there are multiple leads per account. I do not want the same sales rep assigned to the same account. 

Does anyone know the formula?
