Align Options not displaying for y axis label text

I created a chart with a y-axis that consists of text labels (none >15 words).  When I click to format the axis, I am not provided with any align options (e.g., align top, align center, align bottom).  Currently, the text that occupies only one line, displays at the top and right justified.  One of the labels occupies two lines.  It appears at the top, with the first line right justified and the second line centered.  Why do these options to fix the alignment not displayed for me?  I'm using Excel for Mac Version 15.31
