Adding a blank row based on value present

I'm wanting to create a new row when there are additional counties in columns e, f, g, h, or i. I want to copy the data from the original row to that new row and move the additional county names to the county column (D).

So in some cases there can be multiple county names meaning I need to create multiple copies of the row and move the unique county names over.

Any thoughts?
