Win11 (23H2) taskbar not popping up, unable to place taskbar to the top/left/right, settings too!

Question

So. the taskbar, which in win11 is defaulted to the bottom of the screen, not able to vary placement!

In addition, the taskbar is set to hide, but fails to popup when 'Hovered" over!!

All open windows have to minimized or resized to allow the taskbar to popup... Backed out update from earlier in April, NO JOY.

Yes, I hate how Windows keeps removing personalization features in newer versions!!
