Why are some sites not responding despite low CPU, disk, memory usage?

It keeps happening, first with reddit (any time I need to up or downvote e.g. I have to wait until the 'not responding' message goes away) and now youtube... it takes 4x as long as usual. Doesn't happen with other browsers I tested, or other sites (e.g. this one is responding normally)...

    Also, can you download a different version of Edge and reproduce the same thing in it?

    What browser and what version are you running? Have you tried accessing it from an incognito/in-private window? Can you try to login as another user (create another user if you are in a home enviroment) to see if you are seeing the same issue. Trying to see if it might be a profile based issue.
