What does backed off status mean in Edge sync?

I see this after importing bookmarks from Firefox to Edge canary Version 82.0.451.0 (Official build) canary (64-bit) edge://sync-internals/ I think Microsoft needs to add explanation ...

HotCakeXSame trouble. Is "Backed off" state self-recoverable or do I need to remove and to add profile? Sync is not still reliable :-(. Recently I wrote some feedbacks.
