MissyQ -- would just be nice to have sync fixed permanently as it buggars up every update for me.
I tested creating a new Outlook.com account and that one works. Is there a way to remove all sync data from an existing account then start from scratch? Maybe killing all data will fix my sync issue. I know you cannot merge Outlook.com accounts so that does not help me either.

yes there is a way to start from scratch,
depending on which channel you are using, you might need to enable this flag manually: edge://flags/#edge-reset-sync
the "reset sync" feature is enabled by default on Edge canary.
