i don't remember PDF translation working before, maybe I only viewed English PDFs.
you can press Alt + shift + i to send a feedback about it though.
also, there is going to be dictionary feature for PDFs, currently available in Edge canary

- It's worked for me before, it changed every word to translated language, but for whatever reason it's gone I don't know why
