PDF Save Button Working as Save As?

If I fill in the fields on a PDF and press save it opens file explorer like it's a "save as" button, and then doesn't even save what I typed into the fields. Am I doing something wrong here? Why let me fill in the fields of a PDF if you aren't even able to save it, it seems silly.

    The Save Button appears to only save the PDF Form in its unedited form. What you can do instead is use the Print Button, then set the Printer field to Microsoft Print to PDF. This will create a PDF file of the filled out form.
