Mica issues again (title bar + context menus)

This is now completely broken in Stable - no effects in the title bar or drop-down menus.
Canary seems to have fixed the title bar, but the drop downs are still solid colours. Not sure what is going on ... maybe this is an upstream Chromium bug?
