Edge downloads are not completing
When I attempt to downlaod a file in Edge, the download never finishes. I end up with a file named something like "Unconfirmed nnnnnn.crdownload". If I attempt to close Edge I get a warning about the file downloading. I have waited hours for downloads to finish. Makes no difference. If I close Edge, I cannot delete the file. I have to reboot before I can delete these files.

Yes, this has happened to me too! I recommend moving from the rather instable DEV to Beta or normal Edge and not the Insider versions. I hope this helps!

KidFeedbackers2 Once I updated Edge to the next version after this issue first appeared for me, the issue was no longer happening. If you are not running the latest version, try updating and see if that resolves the issue.

I appeared to have the same issue, with same resultant file name, but a simple refresh (View, Refresh) of the File Explorer updated the name correctly and the file was completely intact and usable.
It was a large file, 3Gigs and that might be a hint at resolving the Refresh Issue.

The problem seems to have been fixed. It works well for me after updating to version 120.0.2210.77.

To all readers,
After I installed Edge version 120.0.2210.77 the issue was solved.
PROBLEM:
File stuck in unconfirmed xxxxxxx.crdownload state when using edge print feature save as pdf.
ROOT CAUSE:
There was an update on edge browser previous to the version mentioned above that triggered this bug. Old object references when scanning the file being downloaded locked the download.
SOLUTION:
Update your edge browser to version 120.0.2210.77, restart your browser and problem should be solved.
NOTE: I tested the same scenario in Chrome version 120.0.6099.72 to see if I was able to reproduce it but I was not successful. I am running these browsers on a windows 10 PC Professional release.

josaxton We're having the same issue effecting multiple users. Edge Browser, open any PDF (downloaded or local), print > "Save as PDF" Download stuck at 100%. Our solution is to use the Save icon, or another browser.

Microsoft Edge Version 120.0.2210.61 (Official build) (64-bit)
Now I use
taskkill /im msedge.exe /f /t
to stop connecting between pdf files and Edge.exe.
After this command, I became able to change extension name of these files from ".crdownload" to ".pdf", and open these files by Edge.
I hope Microsoft will fix this bug as soon as possible.- lexcynSteel Contributor
It looks like this has been resolved for MOST downloads, however the "Save to PDF" still doesn't seem to be working properly, even after the fix:
Root cause: A new feature implementation, intended to extract property details, didn't remove old references to objects as expected, which caused the file scanner to prevent file downloads from various web apps.Next steps: We're reviewing our new feature implementation procedures to understand why the scenario of removing old references to objects wasn't identified during our testing and development cycles.

We experienced this issue on Win10 w/Chrome and Edge (both ver. 120+). The solution was to create a DLP exclusion for the "Downloads" folder (or any folder where the user may save the download). This was done from the Purview Compliance portal (compliance.microsoft.com) by going to Data loss prevention and creating an Endpoint Settings exclusion under "File path exclusions for Windows" for "C:\Users\%USERNAME%\Downloads". Click on Settings in the top right corner of the DLP Overview blade to access this menu. We also realized that many users don't use the default Download location, so we forced a change on the browser to prompt where to save on every download.

This is frustrating. I am unable to download the PDF files on my computer and save them. I've been having these problems since 12/11/2023 josaxton . I updated my computer and still have the same problem.

Title: Users may be unable to download files from various web apps using the Microsoft Edge browser
User impact: Users may be unable to download files from various web apps accessed through the Microsoft Edge browser.
More info: To work around this issue while we determine how to fix it, users can:
- Enable the option "Ask me what to do with each download" in the Microsoft Edge browser settings.
- While this option will require admin privileges to execute, users can also disable Defender process SenseCE.exe.
Current status: We've found two successful workarounds, which we've noted in the More info section of this communication. In terms of the investigation, we're working with some impacted users to gather Procmon logs, which capture various system processes and thread activity. We’re simultaneously reviewing information we gathered during a live troubleshooting session with an affected user to determine our next steps.

Jonas_Stalder Here you go, but it seems that it's not showing up in all tenants, I look after a few tenants and is only showing in one of the tenants.

I posted earlier about reg keys which seem to be helping me you need to reboot after applying, i have not pushed widely yet as I wish to make sure this changer causes no issues - TheRaulMillanCopper Contributor
lexcyn Yes, I can confirm that this is happening in Chrome also; FF seems to work but because of policy restriction we don't allow FF to access org resources so no way to test that from SharePoint or any app, just the Internet.
So, files download from the Internet seems to work in FF. Edge and Chrome are unable to download files from SharePoint or any other company app, just tested one download from the Internet and it seemed to work, but most testing has been done internally.
