bug: tooltips from underlying windows are shown

common things with people that can repro:

have a touchscreen

are on Windows 10 v1903/1909

tooltips show from windows across desktops and even minimised ones

sometimes hovering over what caused the tooltip doesn't make it go away

Windows 10 v1903 must've changed some stuff with windowing as snap also happens to be broken.

    And how come Edge puts 'open file' as the secondary action of downloads when the primary action is already that? Oh and Edge also makes the primary action on insecure downloads as delete. It's also quite annoying to have to go through SmartScreen just because of an unpopular/new program. I've submitted all of this feedback through the tool but I don't know if it has been seen.

    pneenkoalabear   This sticky hover-help is very distracting and really is the most annoying thing ever.   This happens once an hour on each of my 4 or 5 Win10 to Win11 laptops and with multiple accounts/profiles.   At least in Win11 I can 'Show Desktop' to get them to go away.   With Win10 I would often need to reboot.
